IICSA Preliminary Hearing

The first of this week’s preliminary hearings is now proceeding. It has commented on various administrative matters as well as timetables. Ben Emmerson QC has advised that the Inquiry is intending to produce Issue Papers on Civil Justice and Criminal Compensation.

It has been confirmed, as was reported in the press last week,that the full hearing of the investigation relating to Lord Janner will be delayed until ‎March 2017 with a view to concluding all evidence by the end of May 2017. This delay has been requested because Leicestershire police is investigating the allegations; and following service by the IPCC of disciplinary notices on 11 officers in relation to previous police investigations.

At the hearing confirmation has also been provided as to the approach being taken to redaction as outlined in the previously published guidance; the policy on live broadcasting of future hearings; ‎ and the addition of further core participants as another 16 complainants have been granted core participant status in the Janner investigation. A request from the Survivors of Organised and Institutional Abuse group to be granted core participant status has been provisionally declined.
